Nouakchott, "place of the winds”, is the capital and largest city of Mauritania. One of the largest cities in the Sahara, with a population of one million, the city also serves as the administrative and economic centre of Mauritania. Public expenditure emphasises public investments in energy and key infrastructure projects, as well as on phasing-out of subsidies and focusing on preventative rather than reactionary methods to crises. According to the World Bank, the country has considerable untapped potential and, with the ongoing diversification agenda and efforts to increase productivity, can rapidly achieve sustainable and inclusive development. Nouakchott is in urgent need of improved sanitation, better urban planning and management of the coastal zone.
